WUNSCHPUNSCH, the animated program based off Michael Ende's novel, Night of Wishes first aired around the year, 2000.
Jacob the raven and Mauricio cat work against the clock to stop their owners, a witch and wizard, from creating chaos in their city, known as Megalopolis in the cartoon adaption.
For 2 seasons, about 52 episodes, our hereos have a seven hour limit to undo a spell casted by their owners every couple of weeks.
Two pieces of a parchement help create a spell with random items thrown into a cauldron. In most episodes (if not all of them), new animation is used when the witch and wizard cast a spell on the city.

One episode at the end of the first season, "Night of Wishes," was based of the plot fo the original book. There were a few differences between the book and cartoon. In example, the punishment for the wizards in the TV episode was different from the book (their house got glued together). Jacob and Mauricio remain friends for years.
The clock with a broken finger was changed into a timer. The number of "owws" indicate the number of hours left to reserve a spell. If not reversed, the spell will be permanent.
Airing near the end of a era, the cartoon adaption was rather child friendly yet included some mild mischief. The character design was goofy and provided some laughs.
